Contraceptive and Reproductive Health Programs

The Family Health Council of Central PA Inc. (FHCCP), manages a diverse Title X (ten) system in 24 counties that support the delivery of quality family planning and related services to more than 35,000 low income Pennsylvanians each year at over 30 sites.Our Family Planning Services have made real impacts in the community.

Title X of the Public Health Service Act was established in 1970 with broad bi-partisan support. As the nation’s only dedicated source of federal funding for family planning and related preventive services. Title X provides high quality family planning services to more than 4,000,000 individuals nationwide, who may otherwise lack access to essential healthcare. The title X program is administered nationally by the Office of Population Affairs (OPA). OPA operates under the direction of the Deputy Assistant Secretary for Population Affairs and is housed under the U.S. Department of Health and Human Services.

The Family Health Council of Central PA Inc., receives Title X funding from OPA and partners with local healthcare providers, faith and community based organizations throughout central Pennsylvania to delivery high quality family planning and preventive services. Additionally, our Title X partners link clients to healthcare and information needed to support their reproductive goals and optimal health outcomes. FHCCP provides technical assistance to help Title X partners meet Title X program and clinical requirements.

Title X funded health centers must provide a variety of confidential high quality and preventive health services including contraceptive services, natural family planning, pregnancy testing, exams, screening for breast and cervical cancer, screening for sexually transmitted diseases (STD’s) including HIV, basic infertility services, health education and referrals for other health and social services.

In the last ten years alone (2007-2017) FHCCP’s Title X partner network has helped over 468,280,000 clients receive the basic healthcare, gynecological care, family planning services and access to contraceptive services to plan families and prevent unintended pregnancies.
